Independent News Council of Victoria
The Independent News Council of Victoria (INCoV) is an incorporated, non-regulatory
association established to recognise independent digital news platforms operating in Victoria.
INCoV exists to provide a clear, independent reference point in an increasingly crowded
digital news space — one where original reporting often sits alongside reposting,
aggregation and anonymous content.
We do not regulate journalism, oversee editorial decisions, or adjudicate complaints.
Recognition by INCoV is voluntary and does not influence how an outlet reports the news.
What We Do
- Assess applications from independent digital news platforms
- Recognise outlets that meet published baseline criteria
- Maintain a public register of recognised outlets
- Provide a clear marker of independence and originality
- Promote recognised outlets through Council communications
What We Do Not Do
- Regulate journalism or editorial standards
- Endorse opinions, viewpoints or political positions
- Approve or review individual stories
- Act on behalf of government or political bodies
- Manage complaints
Why the Council Exists
Independent digital news outlets play an increasingly important role in informing communities across Victoria.
Many operate with limited resources but a strong commitment to reporting what matters locally and independently.
The Independent News Council of Victoria exists to recognise and support those outlets.
INCoV was established to provide a clear, transparent recognition framework for independent digital news
organisations that produce original content and operate with accountability.
It is not a regulator and does not control editorial direction. Instead, it exists to distinguish genuine, active, original news publishers from platforms that merely aggregate or republish content.
Membership vs Recognition
INCoV members are the individuals who govern the association.
Recognition applies to news outlets.
